Strategic Partnership: Bank Jatim and Bank NTT Ink Cooperation Agreement

KUPANG, November 6, 2025. The Trade and Investment Mission organized by the East Java Provincial Government in Kupang, East Nusa Tenggara (NTT), was successfully held on Thursday (6/11). As the largest Regional-Owned Enterprise (BUMD) in East Java, PT Bank Pembangunan Daerah Jawa Timur Tbk (Bank Jatim) continues to fully support the Trade Mission program. This support was demonstrated by involving several of Bank Jatim’s fostered MSMEs and simultaneously signing an agreement with PT Bank Pembangunan Daerah Nusa Tenggara Timur (Bank NTT) as a follow-up to the Bank Business Group (KUB) initiative. Held at the Aston Kupang Hotel & Convention Center, the event was attended by the Governor of East Java Khofifah Indar Parawansa, the Vice Governor of NTT Johni representing the Governor of NTT, Bank Jatim President Director Winardi Legowo, Bank Jatim Vice President Director R. Arief Wicaksono, and Bank Jatim Director of Finance, Treasury & Global Services RM Wahyukusumo Wisnubroto.

Winardi explained that the trade mission serves as a platform to connect MSME actors across regions or provinces with buyers. Beyond business meetings, the event acts as a gateway for socio-cultural exchange. ”We are currently striving to help overcome the challenges faced by MSME actors, ranging from marketing access and financing to mentoring. Bank Jatim strongly supports MSMEs in developing their businesses. One of Bank Jatim’s missions in this activity is to help our fostered MSMEs expand their market networks and support the government in strengthening trade ties between East Java and NTT,” he explained. Three of Bank Jatim’s fostered MSMEs participated: Rumah Kue Obby (pastries), Rambak Pak Djarwo (cowhide crackers), and Batik Capem Asembagus. These superior products are expected to meet the needs of the community in NTT.

Furthermore, as a follow-up to the KUB, Bank Jatim signed three agreements with Bank NTT simultaneously:

  1. Memorandum of Understanding (MoU) regarding the shared utilization of products, services, channels, and capabilities.

  2. Cooperation Agreement (PKS) regarding priority banking services.

  3. Agreement regarding Custodian Services.

”Through this strategic collaboration, we are confident we can further strengthen economic resilience, expand the reach of financial services, and build a tougher economic foundation in the eastern Indonesian region,” he stated.

Winardi detailed that one scope of the priority service agreement involves Bank Jatim assisting Bank NTT in developing its priority services. This includes procedures for managing Priority ATM cards with Bank Indonesia, approaching priority merchants, and fulfilling regulatory reporting documents. Regarding the custodian services, Bank Jatim acts as the Custodian while Bank NTT acts as the Client. The scope includes the client appointing the custodian to provide custodian services, including the administration of the client's assets by maintaining securities accounts in the client's name.

According to Winardi, KUB cooperation is not only about expanding business networks but also about increasing development financing capacity and promoting economic equity. ”The KUB between Bank Jatim and Bank NTT is an effort to strengthen the structure, resilience, and competitiveness of the banking industry to reach a more efficient level toward higher economies of scale. In the future, both parties can become competitive Regional Development Banks (BPD) that advance regional and national development. This cooperation proves that regional banks can strengthen one another. With KUB, competitiveness increases without losing local identity,” Winardi asserted.

Governor Khofifah emphasized that the partnership between Bank Jatim and Bank NTT is not merely an administrative collaboration, but a tangible manifestation of institutional synergy between BPDs that has undergone strict supervision and regulation by the Financial Services Authority (OJK). ”This step is part of the East Java Provincial Government's major commitment to strengthening the regional economic ecosystem through inter-regional bank collaboration,” she expressed.

The trade mission once again recorded proud results. In a single day of meetings, business actors from both regions recorded transaction values of up to IDR 1.882 trillion. This achievement is the highest out of a total of 46 East Java trade missions conducted across various provinces. ”The strength of this economic relationship stems from social harmony, cultural proximity, and the high activity of East Jatim business actors in NTT. This is a testament to the symbiosis between sellers and buyers,” said Khofifah.

The trade mission traded various commodities across sectors including food, livestock, fisheries, agriculture, logistics, industrial equipment, and construction materials.
