To Improve the Implementation of ETPD, Bank Jatim and Batu City Government Launch KKPD

BATU, July 17, 2024 – In order to enhance the implementation of Elektronifikasi Transaksi Pemerintah Daerah (ETPD) (Electronic Transactions of Local Government), the Batu City Government in collaboration with PT Bank Pembangunan Daerah Jawa Timur Tbk (bankjatim) officially launched the Local Government Credit Card (KKPD) on Wednesday (July 17). The event was held at the Balaikota Among Tani Batu and was attended by the Acting Mayor of Batu, Aries Agung Paewai, and the Director of IT & Digital at bankjatim, Zulhelfi Abidin.

Zulhelfi explained that this launch is a testament to bankjatim's commitment to supporting the Batu City Government’s work programs in terms of ETPD. "We are ready to support the Batu City Government in enhancing ETPD to achieve improved efficiency and effectiveness in local government financial management. One of the ways we are doing this is through the KKPD," he said.

Zulhelfi continued, saying that the launch of the KKPD has several positive objectives. These include improving transparency and accountability in local government financial management, enhancing public service quality, reducing the potential for fraud in cash transactions, and encouraging regional innovation. The most important benefit of the KKPD usage is to simplify the process for local budget (APBD) officers to purchase goods/services through e-payment to support the acceleration of domestic product usage (P3DN).

Not only that, but the use of the KKPD also streamlines administrative processes and provides transparent transaction data, where every detail of spending through the KKPD is recorded, thereby increasing accountability to the public.

"By utilizing the KKPD, we can involve all UMKM (Micro, Small, and Medium Enterprises) in East Java, helping them to grow alongside the P3DN program. Based on data, around 40% of UP KKPD transactions can be absorbed through UMKM. The potential is significant, as East Java has 29 districts and 9 cities with more than 5,000 SKPD (Local Government Work Units) and millions of UMKM. This must be optimized," he explained.

According to Zulhelfi, the implementation of regional financial digitization has become a necessity in today’s era. Digitalization supports effective and efficient local government financial management to promote transparency and accelerate government transactions. "For your information, the use of KKPD by local governments has already been mandated by the central government. The KKPD can be used to make payments for expenses charged to the APBD. We hope this collaboration continues in the future and brings positive impacts on Batu’s and East Java’s economic growth," he concluded.

Meanwhile, Aries Agung Paewai stated that the use of the KKPD in Batu City will continue to be encouraged so that all regional apparatus can use it. He hopes that the KKPD will increase budget absorption in Batu City. "Most importantly, the agencies implementing the KKPD must also oversee its usage. We also hope that the use of the KKPD can provide positive benefits for local products, especially in the procurement of goods and services," he said.
