Bank Jatim Ranks First as the Largest Government Spending Disbursement Bank

SURABAYA, August 27, 2024 — PT Bank Pembangunan Daerah Jawa Timur Tbk (bankjatim) has successfully received an award from the Directorate General of Treasury, East Java Regional Office, for ranking first as the Top Bank for Government Spending Disbursement in the First Semester of 2024. The award ceremony was held at Graha Samudera Building, KODIKLATAL Bumimoro Surabaya, and the recognition was handed over by Head of the East Java Regional Office of DJPb, Didyk Choiroel, and directly received by President Director of bankjatim, Busrul Iman, during the Budget Management Coordination Meeting on Tuesday (27/8). Also present was bankjatim's Director of Operations, Arif Suhirman.
Busrul expressed his deepest gratitude to the Regional Office of the Ministry of Finance’s Directorate General of Treasury in East Java for the award given to bankjatim. “We remain committed to optimizing the implementation of the State Budget (APBN), so various innovations in budget execution, both in payment methods and fund management, can continue to be enhanced,” he explained.
According to him, government spending is a game changer for Indonesia’s economic growth, particularly in East Java, amid various ongoing challenges. Thus, smooth disbursement will automatically accelerate and improve the quality of government spending. “This allows the output and outcome targets to be achieved more effectively,” Busrul stated.
Based on data from the East Java Regional Office of the Ministry of Finance, as of July 31, 2024, program credit disbursed amounted to IDR 27.82 trillion to 643,600 borrowers. This program credit was dominated by the distribution of KUR (people’s business credit), including micro, small, super micro, and overseas worker loans, which reached IDR 27.30 trillion and was distributed to 519,000 borrowers. Meanwhile, the UMi (Ultra Micro Financing) program disbursed IDR 516.03 billion to 124 borrowers, and the FLPP housing program reached IDR 595.40 billion for 5,116 houses in East Java.
Bank Jatim itself successfully disbursed IDR 2.20 trillion in program credit to 16,987 borrowers. “We believe that by providing easier financial access and tailored products for MSMEs, bankjatim can help business actors reach their full potential and make a positive contribution to East Java’s sustainable economic growth,” he emphasized.
As for regional government accounts in East Java as of July 31, 2024, bankjatim managed 39 RKUDs (regional general cash accounts for provinces/regencies/cities) with a managed State Budget allocation of IDR 63.49 trillion. In addition, bankjatim also managed 7,379 RKDs (village cash accounts) with a budget allocation of IDR 7.71 trillion.
Didyk explained that the State Budget (APBN) for Ministries/Agencies and Local Governments in East Java plays a crucial and strategic role in advancing and improving the welfare of the people of East Java—and even Indonesia as a whole. The APBN is collected from the country’s economic activities and must be returned in the form of services, development, public order, security, and maintaining the integrity of the Republic of Indonesia. “To achieve the objectives of the APBN, the capacity and accountability in budget implementation become very important,” he explained.
Capacity includes the financial management administrative process, from planning, procurement, and activity implementation, to payment. Accountability includes the processes of recording, reporting, and achieving performance indicators such as output, outcome, and impact. “Therefore, we extend our highest appreciation for the support, collaboration, and synergy of all parties, ensuring that APBN disbursement runs optimally. Strong government spending also supports robust economic growth,” said Didyk.
